"Foot Shortening" is a skill that everyone should be able to do whether you have high arches or flat feet. The goal of this exercise isn't to correct the way the arches look, but rather, to ensure that your feet are functioning to the best of their ability.
Flat feet may not be the reason that you have pain. You can do foot strengthening like the exercise above and that alone could help to eliminate your pain. The look of your feet may never change, but that shouldn't be your ultimate goal. As long as your feet are functioning well when you need them to (moving and exercising), then that may be all that matters.
High arches? Do the same exercise, but work on flattening your arches to the ground between repetitions. This will require you to try and forcefully roll your ankle inward.
