Outright corruption and the scrambling for resources at local government level has been proven to be at the heart of much of South Africa's political violence and scandal.
In the latest incident, local municipalities are once again implicated in the "Great Bank Heist" report, for illegally depositing municipal funds into VBS bank coffers.
Officials would in turn be remunerated for keeping these funds in the banks' account.
Fikile Bili is an entrepreneur that has worked closely with some of these municipalities and was viciously attacked in 2016 for exposing corruption at local government level.
He has laid charges of bribery and corruption against eight local government councillors.
