नई पेंशन स्कीम अच्छी है तो सांसद और विधायकों पर क्यों नहीं लागू?

यह सबसे बड़ा सवाल और आलोचना का विषय है। लोग बार बार ये सवाल उठाते हैं कि अगर NPS और UPS अच्छा है तो सांसद और विधायकों पर क्यों नहीं लागू होता है ।

• सांसद-विधायकों की पेंशन: अलग कानूनों के तहत — MPs के लिए Members of Parliament Act, 1954 (1976 में संशोधन से पेंशन शुरू) और राज्यों में MLA पेंशन एक्ट्स। एक टर्म (5 साल) सेवा के बाद आजीवन पेंशन ,ओपीएस जैसी defined benefit मिलती है। कई टर्म पर राशि बढ़ती है। MP + MLA दोनों होने पर दो पेंशन मिल सकती हैं। प्लस फ्री रेल यात्रा, अन्य भत्ते।

• न्यूनतम सेवा: पहले 6 महीने, अब चुनाव जीतते ही पात्र कुछ राज्यों में ।

• कितनी राशि मिलती है : Tenure के हिसाब से हजारों से लाखों रुपये/महीना तक।

सांसदों और विधायकों को क्यों NPS और UPS नहीं?

• वे अलग स्टेट्यूट के तहत आते हैं, सिविल सर्विस रूल्स के नहीं।

• नेता खुद कानून बनाते हैं, इसलिए खुद को OPS जैसी स्कीम में रख लिया।

लोगों का तर्क “सार्वजनिक सेवा”, “गरिमा बनाए रखना”। लेकिन आलोचना, 80%+ सांसद करोड़पति हैं, फिर भी पेंशन लेते हैं। कर्मचारियों पर NPS थोपते हैं लेकिन खुद सुरक्षित रहते हैं।
