In this situation, the vessel on the starboard side, or the right side, is the stand on vessel. The vessel on the port side, or the left, is the give way vessel. So the vessel on the left has to yield to the vessel on the right when on a collision course. If the vessel does not yield, and they continue on a collision course they BOTH need to take action to avoid.
