Reading the News24 Email: Spies read aloud an email dated February 2, 2023, from News24 investigative journalist Jeff Wicks to EMPD media spokesperson Lieutenant Colonel Kilo Begile Tipak. The email sought comment on a story about CAT VIP Protection (registered with PSIRA as Cat Protection and Security Pty Ltd since June 7, 2018). It referenced a letter dated October 16, 2021, signed by Brigadier JD Mkhwanazi (then head of Specialized Services), which appeared to authorize the private security firm to use blue lights and sirens—equipment restricted under the Road Traffic Act to law enforcement only.
Video Evidence: Spies presented and played video recordings provided by Matlala's wife, showing blue lights and a siren in operation inside a vehicle allegedly linked to the EMPD-registered equipment. The commission viewed these recordings, which were sent to News24 via WhatsApp.
Questions Raised in the Email: As part of his reading, Spies highlighted the journalist's specific queries, including:
Confirmation that blue dash lights and sirens are exclusively for law enforcement under the Road Traffic Act.
Explanation of the substance of Mkhwanazi's letter and how the private firm assists EMPD in VIP protection and security services.
Request for a copy of any memorandum of understanding (MOU) mentioned in the letter.
Acknowledgment that such authority is uncommon for private security companies.
Description of the relationship between EMPD, Matlala, and his company, asserting it as proof of undue influence in a law enforcement body.
Spies' testimony was not completed on that day and is scheduled to resume the following week. The inquiry centers on broader allegations of misconduct, insubordination, and favoritism within the EMPD, including obstruction of disciplinary actions against suspended acting chief Julius Mkhwanazi.
