He cuts it into a serrated line and leaves 2 edges to form a groove. When he installs it into the concrete block and adds mortar, when he proceeds to pull along the length of the concrete block, the mortar is spread evenly, just enough to connect with the other brick.
This is a pretty smart way to help the worker save time applying mortar, but it is very even and saves excess mortar.
