Officer Ryan Pownall was originally charged with third-degree murder for allegedly shooting David Jones in the back when he fled. A judged has dropped all of Pownall's criminal charges and directed the city to reinstate him as an officer. The Citizens Police Oversight Commission doesn't agree with the decision. NBC10's Lauren Mayk has more.
