Russian forces struck Kharkiv’s CHP-5 combined heat and power plant on October 11, according to Ukrainian President Volodymyr Zelenskyy. The terms of the proposed agreement remained unclear, and neither side had publicly confirmed a formal arrangement at the time.

Zelenskyy said Russian attacks on Ukrainian energy infrastructure had continued throughout the day, including strikes on power facilities in Kharkiv and Kyiv. The attack on a Kyiv power plant reportedly caused electricity outages in several districts, while the extent of the damage at CHP-5 was still being assessed.

According to Zelenskyy, Russia carried out more than 200 strikes against Ukraine’s electricity generation and transmission facilities over the previous week, alongside 17 attacks on gas and oil infrastructure. He said these attacks had killed more than 150 people and injured over 700 during that period.

Ukraine said it was prepared to halt attacks on Russian energy infrastructure if Moscow reciprocated. The latest strike has raised questions about whether the proposed energy ceasefire will be implemented and how compliance will be verified.
