Sudan’s Prime Minister on Monday unveiled a broad peace initiative aimed at ending the nearly 1,000-day conflict with a rival paramilitary force, even as the United States pressed both sides to heed the Trump administration’s call for an immediate humanitarian truce.

Addressing the UN Security Council, Prime Minister Kamil Idris, leader of Sudan’s transitional civilian government, said the proposal includes a UN-, African Union- and Arab League-monitored ceasefire. The plan also calls for all paramilitary forces to withdraw from occupied areas, relocate to supervised camps, and undergo full disarmament.

Sudan descended into turmoil in April 2023 after a power struggle between the national military and the Rapid Support Forces (RSF) erupted into open warfare. The fighting has been marked by mass killings, widespread sexual violence, and ethnically driven attacks. The United Nations and international human rights organizations have said these abuses may constitute war crimes and crimes against humanity.
