The Free State Asbestos roof audit contract amounting to R255 million for low cost housing has been characterized as a heist on the Free state department coffers. Testifying before the State Capture Inquiry, former Free state Economic development MEC Mxolisi Dukwana says that there was no need for millions to be spent on auditing municipal houses with asbestos roofing - as local ward councilors could have been tasked to collect this information at no cost.
Earlier this year the Public Protector found that the Diamond Hill- Blackhead consulting joint venture which was awarded the audit contract was riddled with procurement irregularities .
