CAA യും NRC യും രണ്ടും രണ്ടാണ്. CAA ക്കു പൗരത്വം കൊടുക്കാൻ മാത്രം കഴിയുമ്പോൾ NRC ക്കു കൃത്യമായ രേഖകൾ ഇല്ലാത്തവരെ ഇന്ത്യയിൽ നിന്നും പുറത്താക്കാൻ കഴിയും.

ഇന്ത്യയിൽ 1951 സെൻസസിനെ ആസ്പദമാക്കി ആണ് ആദ്യ NRC വന്നത്. അതിനു ശേഷം ഇന്ത്യയ്ക് കാലാനുസൃതമായ ഒരു NRC ഉണ്ടായിട്ടില്ല. 2003 ഇൽ ഇതിന്റെ ആദ്യപടികൾ നടക്കുന്നത്.

ആസ്സാമിൽ ആണ് പുതിയ NRC ക്ക് വേണ്ടിയുള്ള ആദ്യ ശ്രമങ്ങൾ ആരംഭിക്കുന്നത്. പലവിധ പ്രശ്‌നങ്ങൾ ഈ പ്രക്രിയയ്ക് ഉള്ളതായി ബോധ്യപ്പെട്ടതിനാൽ സുപ്രീം കോടതിയുടെ മേൽനോട്ടത്തിലാണ് ഇപ്പോൾ ആസ്സാമിലെ NRC നടപടികൾ മുന്നോട്ട് പോകുന്നത്.

CAA യും NRC യും ഒരുമിച്ച് വരുമ്പോൾ ആണ് ഒരുപക്ഷെ വിവേചനപരമായ നടപടികൾ നമ്മൾ കാണേണ്ടി വരിക. അതായത് NRC പ്രകാരം കൃത്യമായ രേഖകൾ ഇല്ലാത്ത CAA ഇൽ പറയപ്പെടുന്ന മതവിഭാഗക്കാർക്ക് അവർ ബംഗ്ലാദേശിൽ നിന്നാണ് എന്ന് പറഞ്ഞാൽ എളുപ്പം ഇന്ത്യൻ പൗരത്വം ലഭിക്കും.

അതെ സമയം ഈ ആറ് മതവിഭാഗത്തിൽ പെടാത്തവർക്ക് അവർ ദീർഘകാലം ഇന്ത്യയിൽ ജീവിച്ചവർ ആണെങ്കിൽ പോലും NRC പ്രകാരം കൃത്യമായ രേഖകൾ ഇല്ലാത്തതിനാൽ ഇന്ത്യൻ പൗരത്വം ലഭിക്കാതിരിക്കാം.
