Russia OSCE envoy: no clear response to proposals

(13 Jan 2022) Russia didn't hear a clear response to its security guarantee proposals at the meeting of the Organization for Security and Co-operation in Europe (OSCE) Permanent Council, the Russian ambassador to the group said Thursday.
Alexander Lukashevich said that the OSCE Permanent Council revolved around its concerns over Russian aggressive behaviour, mostly in the Ukrainian context.
"They interpreted in their own way the principle of indivisibility of security, enshrined in the OSCE documents," Lukashevich told reporters at a news conference following the meeting in Vienna.
The talks on security guarantees between Russia, NATO and United States come as an estimated 100,000 Russian troops with tanks and other heavy weapons are massed near Ukraine's eastern border.
Russia has dismissed concerns that it was preparing for an invasion and in turn accused the West of threatening its security by positioning military personnel and equipment in Central and Eastern Europe.
Lukashevich added that Russia believes the issue should be resolved quickly.
"We are waiting for a reaction from our partners in quite a short time," he said. "This is not a process extended for months and years."
The Russian OSCE ambassador also said the Permanent Council should "abandon a vicious (cycle) logic of treating Russia as the enemy."
Polish Foreign Minister Zbigniew Rau, who assumed the position of the OSCE Chairman-in-Office, noted earlier in his opening speech that "the risk of war in the OSCE area is now greater than ever before in the last 30 years."
In 2014, Russia annexed Ukraine's Crimean Peninsula after the ouster of its Moscow-friendly leader and threw its weight behind a separatist insurgency in the country's east, where over 14,000 people have been killed in more than seven years of fighting.
