Описание: On Wednesday, February 5, 2025, Santa Monica Closeup documented recovery efforts in Pacific Palisades following the devastating Palisades Fire. Among the key agencies on-site, the U.S. Army Corps of Engineers (USACE) played a vital role in ensuring reconstruction efforts met strict quality standards.

USACE Quality Assurance (QA) inspectors were deployed in Pacific Palisades to verify that construction projects aligned with contract requirements. Their inspections, reviews, and tests ensured that contractors maintained proper quality control. With 37,000 civilians and soldiers, the Corps delivers engineering solutions across 130 countries, focusing on national security, infrastructure resilience, and environmental sustainability.

The Corps constructs and maintains military and civilian facilities, advances technology for defense, and promotes economic stability by dredging waterways and maintaining recreational sites. Disaster risk reduction remains a priority, with storm protection measures and environmental restoration projects underway in key regions like the Everglades and Louisiana coast. Additionally, the Corps leads efforts in cleaning hazardous waste sites, reinforcing its commitment to resilience and innovation under its mission of “Building Strong.”

Security remained strict in Pacific Palisades, with the National Guard manning checkpoints to verify resident and contractor passes. Meanwhile, the California Highway Patrol patrolled the area to prevent trespassing and safeguard homes and businesses.

The U.S. Environmental Protection Agency (EPA) continued its hazardous material cleanup, with the Lithium Battery Response Task Force removing damaged electric vehicle batteries and the Household Hazardous Materials (HHM) Task Force handling toxic waste disposal. Utility crews worked to restore essential services, with LADWP reestablishing electricity, SoCalGas restoring natural gas lines, and Frontier Communications and Spectrum repairing telecommunications networks.

Jade Towing was actively towing burned-out vehicles from Pacific Palisades, clearing the streets of fire-damaged cars to facilitate the rebuilding process. Their efforts were critical in removing hazardous debris and ensuring safe access for residents and emergency crews.

Crews from the California Conservation Corps (CCC) and the Sequoia Community Corps (SCC) installed erosion control barriers to prevent hazardous runoff. According to CCC Public Information Officer Chris Van Horne, 26 teams were deployed to mitigate environmental damage and prevent fire-related contaminants from entering local watersheds and the ocean, a critical concern for Pacific Palisades due to its proximity to the coastline.

The Sequoia Community Corps (SCC) continued providing vocational training while contributing to fire recovery efforts. SCC has operated in Tulare and Kings Counties for 34 years, offering job training in weatherization, urban forestry, conservation education, and recycling initiatives, including electronic waste, used oil, and waste tires.

World Central Kitchen (WCK) remained active in the area, serving free meals to construction workers, first responders, and volunteers. Faith-based organizations also played a key role in relief efforts. The Billy Graham Rapid Response Team (BG-RRT) provided emotional support, while the Church of Scientology’s Volunteer Ministers assisted homeowners in recovering belongings from fire debris.

Following the Southern California wildfires, President Biden declared a federal disaster on January 8, unlocking federal aid. FEMA assigned the EPA to oversee hazardous material removal, and on January 24, President Trump issued an Executive Order expediting cleanup efforts. This federally funded cleanup, known as Phase 1, is free to residents.

EPA crews continue removing hazardous waste, including chemicals, batteries, and propane tanks, transporting them to licensed disposal facilities. Once cleared, sites are marked as completed, allowing rebuilding efforts to proceed.

The Palisades Fire ignited on January 7, 2025, spreading rapidly due to Santa Ana winds and drought conditions. It burned over 23,000 acres, destroyed more than 12,000 structures, and displaced 150,000 residents across Pacific Palisades, Malibu, and the San Fernando Valley. The fire claimed at least five lives and caused widespread destruction.

While recent rainfall helped extinguish the fire, it also heightened risks of mudslides and debris flow. With evacuation orders lifted on January 27, recovery efforts have focused on debris removal, utility restoration, and hazardous material disposal. Relief organizations, faith-based groups, and government agencies continue to play a critical role in the rebuilding process for affected communities.
