India’s Production Linked Incentive (PLI) schemes have successfully jump-started manufacturing scale, attracting ₹1.8 lakh crore in investments and boosting output in sectors such as electronics and pharmaceuticals. Yet outcomes have been uneven, with challenges in automobiles, textiles, MSME participation, and sunrise sectors like batteries and solar. As the Union Budget shapes the next phase, the focus must shift from scale alone to sustainable competitiveness. Budgetary support for R&D, skilling, testing infrastructure, MSME finance, and state-level coordination can complement PLIs, linking incentives to value addition, productivity, and exports for durable industrial growth.
