Why build level 99?
Because it's give you the chance to add the remaining points the way you like, plus it is easy to optimize build in lvl 120 or 150, but it is not in 100 and less
Tips
Poke the enemy with fast attack and roll away.
Use R2 but try not to take so much damage.
If you want more defense you can swap Dark Ring with Life Ring.
