More than a year after Cleveland City Council approved $1 million to help struggling renters, the funds are finally set to move — after sitting unused due to city delays.
Councilman Kris Harsh says the money was intended to go to the United Way of Greater Cleveland, which would distribute it for emergency rental help, tenant organizing, and support for Legal Aid eviction-prevention programs.
“The funds all had very good, known, understandable uses and reputable partners to spend the money,” Harsh said. “That’s why it was very frustrating for us that it took so long to get the money out. But the good news is that we do have the money.”
Harsh also emphasized that this delay is part of a bigger bureaucracy problem at City Hall.
"This is a bureaucracy problem. On the City Council side, we're thinking about bringing somebody into our side, the legislative side, to just bird-dog these ordinances and make sure that they're getting done at a timely rate. Because this is a problem that not just I have with this $1 million for tenants, but this is a problem that we have for lots of ordinances," he said.
