In Uttar Pradesh’s Bareilly, the resignation of City Magistrate Alankar Agnihotri has intensified the debate over the new UGC rules. Under the UGC regulations issued on 13 January 2026, it has been made mandatory for all government and private higher educational institutions to set up an “Equity Cell.” This cell will recommend action on complaints related to discrimination.
The root of the controversy is that the definition of caste-based discrimination has now been expanded to include OBCs as well, whereas earlier it was limited only to SCs and STs. Those opposing the move argue that this could lead to members of the general category being targeted, while supporters claim it is a necessary step toward ensuring equality.
