Harborplace rebuild gains steam as critics question millions in taxpayer spending

Construction cranes will start getting to work at Harborplace in downtown Baltimore by the end of the year. The first new apartments, shops and offices will begin to sprout along the waterfront within five years and likely will stay true to an original vision for the $900 million overhaul.
The project’s developer also said last week that investors have become more interested in Baltimore and the remake of the aging Inner Harbor attraction.
But amid the progress, public funding remains a struggle, the head of MCB Real Estate, Harborplace’s owner, said. Staying on schedule means locking in $300 million public funding, in addition to nearly $100 million committed by the state, by the start of construction on the Harborplace promenade, surrounding streets and parks on city-owned land, including West Shore Park.
