During the days of the Old Republic, the Sith waged war against the Jedi and the Republic. The worlds they conquered were often enslaved, exploited and even destroyed. By the time of their final defeat over a thousand years before the Clone wars, the Sith were hated by most citizens of the Republic. However, over the many centuries of the Republic Golden Age, most forgot about the Sith Order. Many who did, regarded them as simply an offshoot of the Jedi Order, with little distinction being made between the two groups.

During the imperial era, few people actually knew that Palpatine was a Sith Lord, especially not the general public. Palpatine did not want any association with the Sith. Although he was very happy to have people deduce that Vader was a Sith to cause fear, he was reluctant to take on the public persona of a sith himself. The Sith were not remembered fondly, even within the Empire. While many had no knowledge of them, those who did often regarded them with disdain, not only for the atrocities they commited milenia ago, but for their association with the Jedi.

Palpatine had spent many years demonising the Jedi. He used the general publics lack of understanding of the order to scapegoat them and make them seem different. Their use of the force was one such way he was able to demonise them, framing them as dangerous sorcerers who had to be destroyed.
Palptine was the most popular man in the galaxy during the clone wars. One of the main reasons for this was his lack of force powers. Many did not understand the Jedi and the fact that a seemingly normal senator from an unremarkable planet could rise to lead the Republic through the Clone Wars was inspiring for many without force powers.

The Empire rose in large part due to the Galaxies rejection of the Jedi and the force. The galaxy wanted order and did not want to be involved with the Jedis battle against the dark side that had caused so much destruction. By revealing that he was a Sith Lord, many Imperial loyalists would begin to see the Empire as the same thing as the Republic; A political power structure dominated by a group of strange force wielding sorcerers.

For this reason Palpatine never revealed his identity as a Sith lord; it would have simply caused trouble and would have provided the Sith Lord with very little reward.
