After traveling to several locations, several times, I believe that the locations shown are the best places because the probability of a professional hitman spawning is higher. A few things to note; Hitman has a higher chance of spawning at night time. You may also find an amateur hitman at some of these locations.
(Times are based on when I found them, the times when I discovered them. They could spawn earlier.)
Location #1 - The Pro Hitman will spawn there at night time around (20:00)
Location #2 - The Pro Hitman will be there around nighttime. (21:30)
Location #3 - The Pro Hitman will spawn there very early in the morning around (3:00)
Location #4 - The Pro Hitman will spawn at night (20:00)
