Recommended file editing DDS file extension program Pant Net
https://www.getpaint.net/index.html

Adobe Photoshop can be used to edit DDS files if it does have a thirdparty plugin from Nvidia or another source for editing DDS files, however you can save the DDS file to another format where Photoshop can edit and same into a DDS format.
