MSF, along with 36 other NGOs, was informed by Israel’s ministry of diaspora affairs in December that it must cease operations in the territory within 60 days unless it complied with stringent new regulations. These include disclosing personal details of Palestinian and international staff.
Doctors Without Borders announced last month it would not share staff information with Israeli authorities. In a statement, the organisation raised serious concerns about the request in a context where “medical and humanitarian workers have been intimidated, arbitrarily detained, and attacked”.
Before the deadline on February 28, Smith and her colleagues told the Guardian they are witnessing horrific conditions in displacement camps, overwhelmed hospitals and repeated delays of vital medical equipment at the border. They warned that the ban will have catastrophic consequences for Palestinian survivors in Gaza.
The Israeli ministry said the measures were intended to prevent NGOs from employing staff with links to extremist organisations and to ensure Hamas did not exploit international aid. However, it has provided limited evidence to support these allegations.
A US government review last year found no evidence of systematic theft of humanitarian supplies by Hamas in Gaza. In response to Israel’s claims, MSF has rejected Israeli allegations that its staff have links to armed groups, describing them as unsubstantiated and politically timed to coincide with obstacles placed on the renewal of its registration.
According to Gaza’s Ministry of Health, 1,722 health workers were killed in Gaza as of September 2025. According to a study published in the Lancet Global Health medical journal this month, more than 75,000 people were killed in the first 16 months of the two-year war – at least 25,000 more than the death toll announced by local authorities at the time.
