CASE BACKGROUND: Richard M. Allen, 50, was arrested on October 28th, 2022 and charged with 2 counts of murder in the Delphi case. Abby Williams and Libby German were murdered on February 13th, 2017, and were last seen on the Monon High Bridge. Their bodies were discovered the following day on Ron Logan's private property.
