Today’s European Commission Midday Press Briefing (04 February 2026), featuring Q&A with Commission spokespersons across security/defence, digital policy, energy, climate, migration, state aid, and humanitarian assistance.
This is an edited (transformative) version created to improve accessibility. Edits that add transformative value include cutting repetition, silences, and stutters; restructuring the content by theme and topic; adding on-screen context; and enhancing video and audio quality. This edited version does not distort the meaning or message of the original video.
Key topics include:
Space security: discussion of Russia’s long-standing targeting of European space assets and the EU’s approach to protecting satellites, including references to Galileo and proposals in the EU’s defence roadmap (incl. a “space shield” concept).
Digital Services Act (DSA) & elections: response to claims about EU “interference” in national elections; emphasis that the Commission does not run elections, while online platforms can pose risks (amplification, visibility shifts, illegal/harmful content). Update that the TikTok investigation linked to Romanian elections remains ongoing, with the platform described as cooperative; explanation of why monitoring can continue across multiple elections.
Spain & minors online: reaction to Spain’s announced measures (including under-16 access and broader accountability proposals). The Commission stresses the DSA’s harmonising role and notes it would assess any national draft law once notified. Discussion also covers the EU’s preference for structured engagement with platforms, alongside the possibility of enforcement if needed.
Platform enforcement context: comments on engagement with X under the DSA framework, including reference to prior enforcement steps and a past fine.
Defence financing (SAFE): state of play on national SAFE plans, with most approved and a few still under assessment due to size/complexity and ongoing bilateral exchanges.
Ukraine: Commission line on support for Ukraine, security guarantees, and expectations for any peace process; brief exchange on talks mentioned in Abu Dhabi and contacts at political/technical level.
Energy & sanctions: updates on residual Russian oil imports under limited exemptions, assessment of supply security, and questions on gas flows (incl. Turkish Stream) in light of EU rules and customs responsibilities under the new framework.
Western Balkans & electricity / CBAM: note of contacts with partners and follow-up promised.
ETS review: questions on the Emissions Trading System review and indicative timelines for upcoming work (benchmarks and the broader ETS review), with careful remarks around market sensitivity.
Migration: returns/readmission discussions including technical missions (Afghanistan), an incident at sea involving Greece, and the state of engagement with Libya via technical contacts.
Governance / ethics & state aid: brief update on a code-of-conduct review, and an exchange on the Paks II state-aid investigation following the Court annulment of an earlier Commission decision.
Humanitarian assistance: Commission remarks on humanitarian principles, budget planning for 2026, and preparations for a later-year communication on humanitarian aid.
