This project was made by russians. Also GTA3 doens't have night vertex color that GTA2 had (only GTA San Andreas) so night will not look nice as in GTA2. The original file to download was in Yandex.Disk (that require rigistering). This file has the GTA3 Game with the mod, so don't need to download the original game :)
