NEW DELHI: Seeking to clear doubts over contentious provisionsof the proposed green rules, the environment ministry is learnt to have told a parliamentary panel that the purpose of the Environmental Impact Assessment (EIA) notificationis to bring all violators under the regulatory regime and streamline various clearance processes in view of several amendments to the existing legal norms in the past few years. Officials from the ministry on Friday briefed the parliamentary standing committee on science & technology and environment on the draft EIA issue and made a detailed presentation explaining how new provisions will make it mandatory for proponents of expansion projects to submit their environment management plan before getting required green nods. Fourteen MPs attended the meeting chaired by Congress Rajya Sabhamember Jairam Ramesh. Gist of the ministrys points of view was covered by environment minister Prakash Javadekarin his letter to Ramesh on Thursday. He assured the parliamentary panel chairman that he was ready to discuss it further. Javadekar in his letter noted that violators were previously allowed to regularise on a permanent basis using the route of office memorandum (OM) issued in 2010. He told Ramesh that his ministry has now proposed to do it not through OM but through new proposed notification with wider public consultation.
