On The Scene: Senator Jinggoy Estrada on Thursday filed at the Department of Justice (DOJ) his counter-affidavit for the plunder and graft complaints against him over his alleged links to flood control irregularities in Bulacan. The Department of Justice says the complaints filed by the National Bureau of Investigation against the senator, former Public Works Secretary Manuel Bonoan and others are already submitted for resolution.
