The Citadel station itself is protected my a combination of guards, enforcement and investigative branches of security created by the Council to uphold the law of Citadel Space.
This organisation is C-Sec, the Citadel Security of which Garrus, Bailey, Harkin and many other agents were a part of. Let's take a look at the organisation, its resources and its divisions and see how they operate.
I've already done something similar for Starfleet, so lets look at another expansive sci-fi universe, this time the Mass Effect one.
