"I think it is very important that the United States of America and President Bush listen to the opinions of the close allies, and Portugal is a very close ally, of the United States. I think it was Winston Churchill that said once, 'The problem with allies is that sometimes they have opinions.' And I come here to listen to President Bush but also to give him my opinion, very frankly, the opinion of a friend, the opinion of a close ally of the United States - a country that shares the same basic values. And I think at this very moment, where there are some global threats that have to have a global answer, we should act globally, and that's one of the messages I will convey to President Bush."

STORYLINE:
Portugal's Prime Minister Jose Manuel Durao Barroso cautioned President George W. Bush on Tuesday against acting alone on Iraq.
The Portuguese prime minister, meeting with the US President at the White House, urged Bush to continue consultations with world leaders.
Bush laughed when the Portuguese leader said that "the problem with allies is that sometimes they have opinions".
The meeting was the latest in a series that Bush has been holding with world leaders about action on Iraq.
White House officials say they are encouraged that some European leaders are no longer inflexibly opposed to U.S. military action against Iraq if Saddam Hussein continues to snub U.N. weapons inspectors.
