"Vanus Unleashed"
While Vanus Galerion may be one of the more annoying, self absorbed characters in ESO, he is a fairly powerful mage. Umah must rescue him. Yes, really, we must. Saving him restores the Mages Guild to the Hollow City.
Each of what seems like a little side quest is actually part of the "Restore the Hollow City" meta quest. They are dotted all over each place of interest in Coldharbour, and the end assault is very much easier (and more fun) if you do save everyone.
