Shadow Ball was introduced in generation 2 of Pokemon [Gold and Silver]. When it hits, it has a 20% chance to lower the target's special defense. That's similar to the move Psychic, which was introduced in the previous gen [Red and Blue]. But because of how moves were assigned damage categories, Shadow Ball's secondary effect isn't as useful.
