First of all, creating a functional grammar depends on these three factors: the kinds of words, the grammar rules and sentence structures. When talking about word kinds, try to use this template: nouns, verbs, numbers, pronouns, adjectives and try to define rules for each of these words.
How do I define the rules for each kind of word?
For the nouns, some languages use genders and noun cases, but these two features do not necessarily exist in some languages. When speaking of agglutinative languages, they use case endings rather than noun cases, where the main word only gets a new suffix instead of being changed.
Verbs can also have their own tenses and different forms, for example, Serbian language uses verb forms to indicate different ways to define verbs depending on their function in a sentence.
Adjectives can have genders to make distinction between a speaker. They can be positioned before subject or after subject, so choose the rule that fits in your conlang.
Numbers are the words that can refer to a group of people, make sure to include ordinal numbers to tell apart when counting the order of objects.
And the pronouns - the recommended pattern for conlang creation is to use three persons and add different endings for every person. Make a connection between pronouns and verbs and that is how you create a grammar for a conlang.
