I did not cheese this fight to prove it can be done.
Start with a 'Pull' and stay on the wing side of the boss. Try to be on the opposite side your DPS is at if possible.
To force the blizzard to spawn by you and not by your rogues, you must stand far enough away so you're out of melee range of the boss. Keep the healers on you as you run away from Blizzard. As Sapphiron flies, bring everyone to you, then bring everyone behind the ice. After the explosion, 'Pull' the boss, unpause DPS, and repeat.
If you are patient and stay away from the boss, you will succeed.
