Randy Ollenberger, managing director at BMO Capital Markets, joins BNN Bloomberg to discuss what's been weighing on Western Canadian Select and Canadian heavy crude. Ollenberger says the two biggest factors that will reduce the discount on Canadian oil are the restart of BP's Toledo refinery and the start-up of a new refinery in Mexico next year.
