Crime, especially violent organized crime, rarely emerges out of nothing. There's usually a context behind it and/or some economic incentive behind it. And there's usually some way of disrupting some of those incentives as a way to lower it or even eliminate it altogether.
Unfortunately liberals have used this fact as a justification to do nothing about violent crime and spent a lot of time on "understanding" and not even succeeding at that.
Meanwhile, the non-left has spent a lot of time dismissing the understanding effort in order to focus on practical policy. Which is fine if you're Nayib Bukele - but it's not that simple if you're not. Besides, Bukele understood the enemy.
In that situation Ecuador (and Colombia) finds itself - trying to fight an enemy it doesn't fully understand. This is a good lesson for other places as well.
