A beach like Serenity Beach is minutes from the city, but technically falls in Tamil Nadu, not Puducherry. Geographically mixed, culturally similar, Puducherry exists inside Tamil Nadu, but functions outside it.The border isn’t always visible, but the administration changes instantly.
Same language, same people but different governments within a few kilometres.
