The University Grants Commission’s new regulations aimed at promoting caste equity in higher education institutions have triggered mixed reactions among students at Jawaharlal Nehru University (JNU).
Notified on January 13, the UGC (Promotion of Equity in Higher Education Institutions) Regulations, 2026 mandate that all institutions set up equity committees to address discrimination complaints and promote inclusivity. These committees must include representatives from OBC, SC, ST communities, persons with disabilities, and women. The new framework replaces the 2012 regulations, which were largely advisory in nature.
Some students welcomed the move, saying it could help address discrimination and ensure a more inclusive campus environment. Others raised concerns, arguing that the rules could create mistrust and tensions within academic spaces.
The guidelines have sparked debate in several universities across the country, with some groups calling for reconsideration, saying the provisions may affect the academic atmosphere.
