Acting President Delcy Rodriguez used her first annual address to urge lawmakers to approve reforms opening Venezuela’s state-run oil industry to greater foreign investment after the removal of Nicolás Maduro. Rodriguez said foreign capital would be directed into fields lacking infrastructure to boost revenue for public services and development projects. She hailed achieving zero fuel imports as a major milestone and said a new policy is being forged in Venezuela. Rodriguez also called for diplomats to convey Venezuela’s truth abroad and urged national unity to wage a diplomatic battle with the United States.
