This briefing opens with the introduction of Louise Boger as the new European Commission spokesperson for agriculture and taxation, before moving to the day’s main policy announcements and press questions.
A central announcement concerns the EU’s response to the war in the Middle East. The Commission announces €458 million in humanitarian aid for the region, covering support from Gaza to Syria, Lebanon and Jordan. The funding is presented as life-saving assistance for people affected by the conflict, including food, healthcare, shelter and education, delivered through humanitarian partners on the ground. The Commission also says the EU has helped repatriate around 11,000 citizens through nearly 90 flights organized under the EU Civil Protection Mechanism by 23 countries.
The briefing also previews two Council meetings taking place in Brussels: the Energy Council and the Foreign Affairs Council. On energy, ministers are set to discuss the European Grids Package, implementation of the affordable energy action plan one year after its adoption, and wider energy security issues, including input from Ukraine and Moldova. On foreign affairs, ministers are discussing Russia’s war against Ukraine, the impact of developments in the Middle East, and EU-India relations, with Indian Foreign Minister S. Jaishankar expected for an informal exchange.
In the Q&A, one of the main topics is Hungary’s elections and the risk of online disinformation. The Commission says the Rapid Response System linked to the DSA framework has been activated by 44 participants, including platforms, fact-checkers and civil society organisations, and will remain active until one week after the elections. The aim is to detect and flag potential interference and disinformation campaigns quickly.
Another key exchange focuses on X and the Digital Services Act. The Commission says the company has cooperated, that one of the legal options regarding the fine payment or financial guarantee has been fulfilled, and that remedies have also been submitted. It also clarifies that there was no formal extension of the payment deadline, and that the timing depended on acknowledgement of receipt by the company.
Other issues raised include the removal of a Georgian oil terminal from a sanctions list, with the Commission referring to concerns about shadow fleet vessels and possible re-exports of Russian oil, while saying commitments had been received from Georgian authorities and SOCAR. Journalists also ask about cross-border banking mergers and the banking union in the context of Unicredit and Commerzbank, with the Commission reiterating support in principle for stronger and more competitive EU banks.
Further questions touch on energy imports from Russia, possible oil-related exemptions, ETS and carbon allowances ahead of the European Council, the Strait of Hormuz, the upcoming EU security strategy, steel safeguards, and the routine preparatory meeting between Ursula von der Leyen and European Council President António Costa before the summit.
This recording is useful for anyone following EU politics, the European Commission, the Digital Services Act, sanctions policy, Hungary election interference risks, EU humanitarian aid, energy policy, banking union, and foreign affairs.
