"If there is any referral Iran will suspend any voluntary application of additional protocol and voluntary suspension of enrichment but as far as the NPT (nuclear non-proliferation treaty) is concerned Iran will continue to be committed to the NPT and work with the IAEA (International Atomic Energy Agency) under the 'comprehensive safeguards' and its obligations. The two voluntary measures which were additional protocol and suspension will not be continued if there is any referral from here to New York...anything which will go out of the IAEA, which is the pertinent international organisation to deal with the issue, will cause a difficulty. "

"The IAEA is an independent, pertinent technical organisation for this matter and the IAEA does not need to get further authority, or any authority, from outside the IAEA. If there is a need for further additional authority the members states could negotiate, members of IAEA, negotiate and maybe have another instrument like additional protocol or amend the additional protocol. There is no need, no justification, no legal basis as the position now is to ask other bodies to give authority to the IAEA."

"The board just completed its first round of discussions of Iran's non-compliance with its safeguards obligations. Not all members spoke but it is clear that there is widespread concern about the nature of Iran's nuclear programme and the intentions of its leadership. A growing majority of countries agree with the European Union that the time has come to report Iran's non-compliance to the security council."

STORYLINE:

Tehran continued its warnings on Wednesday that if it is referred to the United Nations Security Council over its nuclear treaty commitments, it could start uranium enrichment - a possible step toward making nuclear arms.

But, speaking in Vienna where delegates are attending a meeting of the International Atomic Energy Agency (IAEA) board, Ali Ashgar Soltani, a member of the Iranian delegation, said his country remained committed to the Nuclear Nonproliferation Treaty (NPT).

The chief US representative, meanwhile, lobbied IAEA board members to support the motion - formally a European Union initiative that is being orchestrated in close consultation with Washington and backed by Australia, Japan, Canada and others at the 35 nation IAEA board meeting.

"A growing majority of countries agree with the European Union that the time has come to report Iran's non-compliance to the security council," Gregory Schulte, US Ambassador to the IAEA said.

Iranian Vice president Gholamreza Aghazadeh said his country would keep its treaty commitments.
