The Ministry of Justice has confirmed that Kenneth Noye has been released.
He went on the run after the killing 21-year-old Stephen Cameron in an attack in 1996, in front of the victim's fiancee.
The gangster was sentenced to life with a minimum term of 16 years in 2000 after being arrested in Spain in 1998.
Mr Cameron's father Ken said: "I'm totally devastated. I hoped this day would never come. Life should mean life."
