Turns out I missed out on recording this section, so had to replay the game until this moment. This is a good chance to see some of the game updates since I played the game on release, many of which are quality of life changes.
After gaining the Phoenix feather we could enter this area, so gaining the wall jump is the minimum you need to do to challenge this boss. However you can see the problem with being under levelled in this game, so you'll need to visit other area's to level up if you want to challenge this area.
