Authorities should impose longer jail sentences on repeat traffic offenders who drive under the influence of drugs, as they pose a serious threat to public safety.
Senior criminologist Datuk Dr P. Sundramoorthy said these drivers should not be treated as ordinary offenders, as they represent high‑risk behaviour that disregards the safety, rights and lives of other road users.
He was commenting on Monday’s incident in Penang, where a 29‑year‑old man driving a Mitsubishi Triton crashed into several vehicles on the North‑South Expressway before being stopped by motorists.
The suspect was found carrying methamphetamine and suspected ketamine, with a urine test confirming methamphetamine and morphine use.
He has 15 prior drug convictions and two criminal records, and was remanded for four days.
Sundramoorthy stressed that fines alone are unlikely to change behaviour among repeat offenders, especially those with criminal histories and drug involvement.
He said aggravating factors such as drug intoxication, repeat offending, multiple collisions or endangering large numbers of road users should carry substantial jail time, licence disqualification, mandatory drug treatment and psychological assessments.
He added that Malaysia’s legal response must reflect the gravity of such conduct, noting that reckless driving under drug influence is deliberate recklessness capable of consequences similar to violent crime.
