This is a room on floor B7. Separate the characters - Billy will go down and Rebecca will remain here. The objective of the puzzle is to move two wooden crates to the left so that they form a bridge, but you also have to move the silver crate out of the way. Rebecca can keep using the panel to rotate the railing and ultimately to flood the room with water (Billy has to go back up first).
