Pentagon Readies 1,500 Active-Duty Troops for Potential Minneapolis Deployment
The U.S. Department of Defense has placed approximately 1,500 active-duty Army soldiers on “prepare-to-deploy” status in response to escalating unrest in Minneapolis and St. Paul, Minnesota (Reuters; Associated Press).
The troops come from two infantry battalions of the Army’s 11th Airborne Division based in Alaska. Officials emphasize this is NOT a deployment order. The troops have not been sent anywhere and are only on standby if federal leadership decides they are needed (Reuters; Military Times).
Why this is happening:
The readiness order follows growing protests tied to federal immigration enforcement actions, including a large ICE operation known as Operation Metro Surge (Associated Press).
Protests escalated after a civilian was fatally shot by an ICE agent, intensifying demonstrations across the Twin Cities (Associated Press; South Florida Reporter).
Insurrection Act concerns:
President Donald Trump has publicly warned that he may invoke the Insurrection Act of 1807 if state and local governments fail to stop protests or protect federal immigration officers (Reuters).
The Insurrection Act allows a U.S. president to deploy active-duty military inside the United States to suppress rebellion, insurrection, or enforce federal law. It is an exception to the Posse Comitatus Act, which normally bars the military from civilian law enforcement roles (Reuters; Associated Press).
The law has been used rarely in U.S. history, including during Civil Rights-era desegregation conflicts and the 1992 Los Angeles uprising (Associated Press).
State and local response:
Minnesota Governor Tim Walz stated that the Minnesota National Guard is sufficient to handle the situation and that federal troops would escalate tensions (Associated Press).
Minneapolis Mayor Jacob Frey warned that deploying active-duty troops would be unconstitutional and dangerous, particularly if used to assist immigration enforcement rather than public safety (Associated Press).
Minnesota has already activated elements of its National Guard for crowd control and infrastructure protection (Associated Press).
Federal position:
The Pentagon and Department of Defense state that no final decision has been made and that any deployment would require direct presidential authorization (Reuters; Military Times).
Current status:
No active-duty troops have been deployed.
1,500 soldiers remain on standby only.
Protests and political debate are ongoing.
Legal scholars and civil rights groups are closely monitoring developments (Reuters; Associated Press).
