In the 1930s, Japan expanded rapidly. Expansion in Southeast Asia, driven by the need to secure essential natural resources that were lacking in mainland Japan. This expansion began with Japan's invasion of the resource-rich Chinese province of Manchuria in 1931. Although Japan initially had success in China, the conflict eventually reached a stalemate, leading Japan to shift its military focus towards Indonesia.
As Japan expanded its influence, the United States perceived a threat to its dominance in the Pacific and responded by imposing an embargo on exports to Japan. This action was soon followed by similar embargoes from Britain and the Netherlands. Consequently, Japan lost access to 94 percent of its crucial oil supply.
With limited options left, Japan saw no choice but to forcibly acquire the necessary resources from Indonesia. However, they anticipated a forceful response from the United States and believed that a preemptive strike on the U.S. Pacific Fleet at its main base in Pearl Harbor was the only way to shift the balance of power in the Pacific to their advantage.
