Hon. Rose Namayanja, Deputy Secretary General of the National Resistance Movement (NRM), addressed District, Municipal, and City Chairpersons at State House Entebbe on February 13, 2026.
The meeting followed the conclusion of the 2026 General Elections, in which the NRM retained the presidency with a margin of over five million votes. In her remarks, Namayanja attributed the party's performance to grassroots mobilization, outlining what she described as a "three-pronged approach" involving presidential rallies, zonal campaigns, and party structures reaching down to the village level.
She presented data on the party's performance in local government elections, noting that NRM-affiliated candidates won 79.7% of councilor seats and 29 out of 56 municipalities. She also addressed allegations of electoral malpractice, characterizing claims of rigging as "hollow" given the party's performance across all levels.
Namayanja further indicated that the party now shifts focus to implementing the 2026-2031 manifesto and called for an amendment to the Local Government Act to grant district chairpersons ex officio status in district councils.
