BIS introduced new regulations controlling advanced technologies like quantum computing and semiconductor manufacturing, effective September 6. As part of a broader effort to enhance international collaboration, BIS is creating a new License Exception, Implemented Export Controls (IEC), to reward countries with similar export controls. Italy and the UK are already eligible, with Australia, Canada, France, and Germany expected to be added to the list.
