Biker Crashes At Extremely High Speeds Trying To Get Away From GSP

On January 21, 2023, around 1234 am I was patrolling south on Interstate 85 south near mile marker
53 observing traffic. I saw what appeared to be a single headlight approaching from behind at a high
rate of speed. I estimated its speed to be 109 mph in a 70. I used my Stalker DSR 2X Serial #007141
to confirm my estimation. I received a return of 113 mph. The vehicle began to slow down as it caught
up to me. I was able to hear the loud exhaust and the single headlight confirmed I was a motorcycle.
I initiated my emergency equipment and conducted a traffic stop on a dark-colored motorcycle with a
Georgia registration of YHD912. I gave commands over the speaker to have the rider remove the keys
and drop them on the ground. The rider did not comply, I repeated my commands a few more times.
The rider took his helmet off and looked back at me, putting his hands up in a confusion about what
was going on.
The rider never turned the bike off, and I watched him put the bike in gear by observing his left foot hit
the gear lever. The rider began to move forward and prepare to enter the road. I advised Troop D
Communications that we were rolling, and I attempted to block his avenue of escape by pinning him
between my car and the guardrail. The rider was able to accelerate and enter the roadway. I advised
Troop D Communications that he had initiated a pursuit.
The rider was traveling at triple-digit speeds, changing lanes, and driving recklessly. I was able to get
beside the rider and tried to channel him towards the shoulder to terminate the pursuit. Each time that I
was able to get beside him, he would accelerate away. We were approaching exit 47 the Bullsboro
exit. The rider traveled from the left lane to the right lane. While he was attempting to negotiate the
curve, he crossed through the gore and entered the shoulder. He hit what appeared to be dirt and
grass, and that is when he lost control and crashed.
I notified Troop D Communications of the accident and to start fire and EMS. The rider was in and out
of consciousness. While trying to speak with him, I was able to smell a strong odor of an alcoholic
beverage. His eyes were closed but was mumbling in pain. The rider was identified by his Georgia
driver’s license as Ampuero, Jose Luis. Mr. Ampuero was unable to give any
sort of reason of why he did not stop. While Mr. Ampuero was in the back of the ambulance, I advised him that he was under arrest and
being charged with DUI. I read implied consent notice (green card) for suspects age 21 or over and
asked for blood. He gave a verbal yes for blood. Paramedics were unable to draw blood due to Mr.
Ampuero poor veins. Mr. Ampuero was airlifted to Grady for his injuries. He was issued citations for
speeding, reckless driving, fleeing, and eluding, improper lane change, no use of a turn signal, failure
to maintain his lane, and driving through a gore. Arrest warrants will be filed for Mr. Ampuero.
