Dark Waters was made in s&box - a spiritual successor to Garry's Mod (and created by the same developers). It's a game creation sandbox/tool that's a bit like a blend of Garry's Mod and PlayStation Dreams. s&box is still early in development, but it's already pretty impressive and is capable of creating a wide range of games.
